It's ivy, and people seem to think it makes a building look more distinguished. Since the Victoria tourist trade has been based in part on the "Ye Olde Englishe" vibe, ivy is a must.



Interesting fact: ivy is a horribly invasive plant in terms of the local ecosystem and kills many native plant species.
