There is NO such thing as a non-UK tax fee, no such thing as a Registration Certificate, no such thing as a UK Agency Release Letter and no such thing as a Certificate of Confirmation. None of these are legal documents in the UK
While there is a real hotel in Edinburgh called Victoria Park Hotel, they would never be able to offer a job to a non-EU worker. Hotel workers are not on the skills shortage list or considered Highly Skilled (requiring a Masters or PhD) so they do not qualify for sponsorship. And there is NO way any hotel in Scotland would be able to prove they advertised the position for 4 weeks and NOT ONE qualified EU citzen applied when the unemployment rate in Scotland is higher than in England.
And if you were not flown to Scotland for an interview,it's even more proof you were not offered a job as no company will ever offer employment to anyone they have not interviewed in person

If you have already sent money or personal details, you need to contact your local law enforcement as you are the victim of fraud and identity theft
There is NO such thing as a legitimate job offer over the internet. NONE. If you did not meet in person with the company or with their authorised recruitement agency in your country, it's always going to be a scam

Do you have any documents that need releasing? Was this an unsolicited e-mail? Do they know your name, or just your e-mail address? (Dear Friend etc).
If you haven't been asking to get any documents to be released, you can be certain it's a scam to get your money.
edit. Your description of the documents confirms it's a scam. Don't send any money. Delete it.
